Here Are the Changes to the game:

Change_List:

Starting Specials for Chargen: from 28 [21] to 70

Action Point Costs:

Unarmed Attack: From 22 to 5
Reload: From 10 to 5
Restore Rate: From 4 to 10
Jetpack Drain: Initial from 64 to 32. Upkeep from .15 to .025
Sprint Drain: From 12 to 6

Unarmed sees such a huge drop to mimic the decreasing cost between melee, and fire arms. It made no sense for unarmed being almost double melee base cost. As for reload and restore rate. It’s mostly to make things more worth it. So far I’m finding it much more fun than waiting ages for things to refresh.

Damage Reduct.:

Damage Reduct. Min: From .05 to .1
Damage Reduct. Max: From .99 to 5
Clothing Armor Scale: From 1 to 3

So far it’s nowhere near as ridiculous as the original damage resists was. other than Radroaches which aren’t made to be a problem. My char can still get pretty banged up, but not as massacred as a starting char would normally be [and that’s counting You’re Special Duping]. So far it’s been playing pretty fair for me.

Damage Reduct is the same for all damage types.

Intelligence XP Boost: From .03 to .25
Health: From 2.5 to 5
VATS Chance Percent Chance: From.004 to .05
VATS Chance Weapon Perception: From .05 to .1
Starting Carry Weight: From 200 to 500
Carry Weight Mult.: From 10 to 200

[End carry weight is 2,500 lbs.]

So XP bonus is 25% per point in intelligence, instead of 3%, health gets a *5 instead of a .25, and allinall I think it plays out nicely.

[Making crafting a very viable option for leveling up. That and better rewards for crafting / settlement building than the pittance found in vanilla.] _______________
Misc.:

Sneak Sleep Bonus: From 0 to 50
Sneak Sleep Mod: From 0 to 2.5 [I have no idea what those two do. But they were at 0. So it’ll be interesting to see what they accomplish.]

Damage Sneak Attack Mult.: From 1 to 1.5
Barter Max: From 3.5 to 10 [Haven’t gotten far enough to test this out yet.] Respawn Timer: From 168 hrs. to 72 hrs. [3 days] Respawn Timer [Cleared Area]: From 480 hrs. to 144 hrs [6 days] [These last two represent monster re-spawn rates. As you can see those times were way to long. Now it’s a short nap, then go back into the fray.]

Legendary Rarity: From 6 to 3
Diff.Mult.Legendary Chance N;E;H;VH: From 1; 1; 1.5; 2 to 95; 95; 100; 100
Jump Height: From 90 to 300
Missle Seek Strength: From .0008 to 5

Legendaries have been tweaked by a lot. I don’t know if a higher or lower rarity would spawn more or less. But either way, things have gotten a major boost. Add in the Hour to Respawn Tweak. And any difficulty can be spawning large amounts of legendaries eventually.

Jump height so far is my favorite tweak. Jumping high enough, that when standing up, I land on the roofs of Sanctuary. As for Missle Seek Strength. That’s double ended. Yes any missles you get will be monster hunting beast of an explosive. But your opponents get that same boost. So … hit and miss.

Compatibility:

Won’t be compatible with anything that directly changes those settings. Although if you do have a file that makes those changes, this can be changed to mirror that particular program. So technically this could technically be compatible with anything as long as changes are made to reflect other game mechanic changing programs if you run into problems between them.

As for Starting Chargen points. It’s N+7, where N is the spending points you want to spend [took me a while to figure out that, that’s how it does it’s Chargen calculation of points.].

Version 1:

There are a few things I would like to have done with this mod that can’t be done until GECK [I’ve tried XD.]. But if there’s any changes that are a must for this [like garaunteeing a high Legendary Rate; or a tweak to the list that is agreed upon as better and game balancing [for stealth players, and non-alike]. Then future versions will be out for this before GECK.
